Every federal budget cycle includes a period for public submissions well in advance of budget deliberations. Last August, we posted our initial federal pre-budget submission linked here.
In the months ensuing, we modified our submission slightly, and submitted it for the second and final submission period for Federal Budget 2025.
ISAC recommends the following for Budget 2025:
- Raise the maximum amount of the Canada Disability Benefit
- Make relevant, needed financial investments in Indigenous communities
- Expand eligibility for the Canada Disability Benefit beyond the Disability Tax Credit
- Fix the Canada Disability Benefit’s punitive income treatment and income threshold
- Base the Canada Disability Benefit on an individual’s income, not a couple’s income
- Undertake Employment Insurance emergency measures to protect vulnerable, low-income workers in Canada
- Improve access to Employment Insurance for all, including temporary, part-time and precarious workers
- Permanently ensure adequate Employment Insurance benefit rates in order to better support all workers
- Bring in a comprehensive and inclusive regularization program for all migrant workers
