ISAC has been actively monitoring and providing feedback to the Human Rights Tribunal of Ontario (HRTO) consultations on proposed changes to its Rules of Procedure since consultations began in November 2024. At that time, ISAC provided submissions opposing changes related to eliminating some procedural steps that can be helpful for unrepresented people trying to enforce their human rights at the Tribunal. ISAC’s November submissions can be read at this link (PDF).
Since then, the HRTO has requested further feedback on Phase 1 of its proposed changes to its Rules of Procedure. These proposed changes relate to mandatory mediation, options for filing, and administrative processes and timelines related to adjournments and rescheduling requests. ISAC submitted new comments and recommendations on these suggested changes to the HRTO in April 2025, which can be read at this link (PDF).
We will continue to monitor any changes in procedure which may end up further marginalizing communities most in need of the protections of the Human Rights Code.
