ISAC Staff Lawyer Robin Nobleman was recently quoted in an article on the Canada Disability Benefit (CDB) in Canadian Affairs. The article discusses the recent roll-out of the new benefit, and the challenges that individuals have faced in trying to access the CDB.
Robin’s comments focused on the design of the benefit, which creates problems for social assistance recipients, and for applicants who are in spousal relationships because an individual’s benefit amount is determined based on family income. This has the effect of penalizing individuals for being in relationships.
